On 24 July 1915, the passenger steamer Eastland rolled onto its side while still moored in the Chicago River. About 2,500 Western Electric employees, relatives, and friends were boarding for a company picnic. In minutes, 844 passengers and crew died inside the overturned hull or in the shallow river. Many victims were young immigrant workers from a few tightly connected neighborhoods.

Eastland had a documented tendency to list and had been modified repeatedly while regulations permitted large passenger loads. Following Titanic, federal law required more lifeboats, adding high weight to already marginal stability. Ballast practices, deck loading, hull design, and certification created a system in which the vessel could meet rules without being safely resilient.
