At 3:42 a.m. on 28 July 1976, a major shallow earthquake struck the industrial city of Tangshan and surrounding areas in Hebei. Buildings failed while most residents were asleep, transport and communication links broke, and a powerful aftershock caused further destruction. Tangshan was a densely populated coal, steel, rail, and manufacturing center built across an active fault zone. Much of its housing and industrial construction had little resistance to strong lateral shaking. China had increased earthquake-prediction efforts after the 1975 Haicheng evacuation, but no actionable warning reached Tangshan. The earthquake struck during political upheaval in the final months of the Cultural Revolution.
