The 2008 Chatsworth Train Collision

At 4:22 p.m. on 12 September 2008, westbound Metrolink train 111 collided head-on with an eastbound Union Pacific freight train on single track near Chatsworth. Twenty-five people died and more than one hundred were injured. The NTSB found that the Metrolink engineer passed a red signal while distracted by text messaging and that the absence of positive train control allowed the error to become a catastrophic collision.

Background

Passenger, freight, and intercity trains shared the Ventura Subdivision through the Santa Susana Pass, where tunnels constrained the line to one track. Signals and dispatching were intended to hold one train while another cleared the section. Metrolink prohibited personal wireless-device use, but oversight inside isolated locomotive cabs was limited.

What happened

Train 111's engineer did not appropriately respond to approach indications and the red signal at Control Point Topanga. He sent a text about twenty-two seconds before impact, ran through the switch, and continued around a curve. The opposing freight crew saw the passenger train only seconds before the locomotives met at a combined speed above eighty miles per hour.

Aftermath

The Metrolink locomotive telescoped about fifty-two feet into the lead passenger coach, destroying survival space. Firefighters, police, medical teams, helicopters, hospitals, and mutual-aid agencies managed a complex rescue in the confined rail corridor. The crash killed twenty-four passengers and the Metrolink engineer and seriously strained regional trauma capacity.

Long-term consequences

Federal regulators immediately restricted on-duty railroad wireless-device use. Congress passed the Rail Safety Improvement Act of 2008, requiring positive train control on major passenger and hazardous-material routes. The NTSB also sought inward- and outward-facing cab recorders and stronger operational monitoring.

Significance

Distraction explains the engineer's missed signal, but a safe system must also anticipate a single human error. The collision demonstrates the difference between a rule that tells someone to stop and an engineered control capable of stopping the train when that rule is not followed.

What remains today

The active rail line still passes through Chatsworth and the Santa Susana tunnels, now within a national positive-train-control regime.
