Just after midnight on 24 March 1989, the tanker Exxon Valdez struck Bligh Reef in Alaska's Prince William Sound and spilled about 11 million gallons of crude oil. Delayed and inadequate containment let oil spread across remote, biologically rich shorelines, killing wildlife and disrupting fishing and Alaska Native communities. It was then the largest tanker spill in United States waters.

The Trans-Alaska Pipeline delivered North Slope crude to tankers at Valdez. Industry and regulators had promised rapid spill response, but equipment, staffing, exercises, and contingency capacity had eroded.
