Between six thousand and eight thousand people died in the city, making it the deadliest natural disaster in United States history. Galveston was a major Gulf port built on a barrier island whose highest ground stood less than nine feet above sea level. Residents had experienced ordinary coastal flooding and many leaders rejected proposals for expensive protective works. The young Weather Bureau received reports by cable and land station, but ships lacked radio and international forecast communication was constrained by institutional rivalry and limited observations.
