The 1900 Galveston Hurricane
On 8 September 1900, a hurricane now estimated at Category 4 intensity drove a storm surge over low-lying Galveston Island. Between six thousand and eight thousand people died in the city, making it the deadliest natural disaster in United States history. More than three thousand structures were destroyed as wind, water, waves, and building debris swept through a prosperous port with little elevation, incomplete forecasts, and no seawall.
Background
Galveston was a major Gulf port built on a barrier island whose highest ground stood less than nine feet above sea level. Residents had experienced ordinary coastal flooding and many leaders rejected proposals for expensive protective works. The young Weather Bureau received reports by cable and land station, but ships lacked radio and international forecast communication was constrained by institutional rivalry and limited observations.
What happened
The cyclone crossed Cuba and rapidly intensified over the Gulf. Weather Bureau observer Isaac Cline recognized dangerous water on 8 September and urged people near the beach to move inland, but no organized evacuation occurred. By evening, a surge above fifteen feet covered the island while winds exceeded instrument range. Bridges and communication links failed as houses broke apart.

Aftermath

Houston gained commercial advantage as Galveston's port and rail links struggled to resume.
Long-term consequences
Galveston built a massive seawall and raised portions of the city by pumping sand beneath buildings and streets. Local leaders adopted a commission form of municipal government copied elsewhere. The storm accelerated hurricane forecasting and warning reform, though later protection reduced rather than eliminated surge risk. It also changed the economic balance between Galveston and Houston.
