The 2021 Texas Power Crisis
During Winter Storm Uri in February 2021, extreme cold disabled power plants, natural-gas production, fuel delivery, and instruments across Texas. The Electric Reliability Council of Texas ordered massive load shedding to prevent total grid collapse, leaving millions without electricity, heat, or water for hours to days. The state later attributed 246 deaths to the storm, and wholesale electricity costs reached extraordinary levels.
Background
Texas operated a largely isolated competitive grid built around summer peaks, scarcity pricing, and voluntary or uneven winterization. A 2011 freeze had produced similar fuel and equipment failures, and federal recommendations were not mandatory. Gas production depended on electricity while generators depended on gas, yet critical-facility designations, contracts, and emergency coordination did not reliably protect that loop.
What happened
Arctic air brought prolonged temperatures far below regional design assumptions. Wind turbines lost some output, but larger losses came from gas, coal, and nuclear units through frozen sensors, valves, water systems, fuel shortages, and plant trips. Early on 15 February, ERCOT ordered utilities to shed thousands of megawatts; circuits available for rotating outages were insufficient, making many outages prolonged.

Long-term consequences
Texas required weatherization of power facilities and some gas infrastructure, changed ERCOT governance, securitized billions in market costs, and added reliability services. Critics found gas rules and enforcement still incomplete. Federal regulators made cold-weather reliability standards mandatory across regions, but debates continue over market design, interconnection, demand response, and who pays.

The crisis was not caused by one technology. It was a common-mode failure across gas, generation, water, buildings, market rules, and emergency planning under predictable cold risk. An electric grid cannot be resilient when its fuel system needs the electricity that the grid is trying to restore.
What remains today
Weatherized plant equipment, grid-control records, revised rules, utility debt charges, home plumbing repairs, memorial reporting, outage maps, death certificates, legislative hearings, and household testimony preserve the crisis. The continuing monthly cost on some bills makes its financial legacy unusually tangible.
