The Cypress Street Viaduct Collapse
When the magnitude 6.9 Loma Prieta earthquake struck on 17 October 1989, a 0.7-mile section of Oakland's double-deck Cypress Street Viaduct collapsed. The upper roadway fell onto the lower deck, killing 42 people in the deadliest single failure of the earthquake. The disaster exposed the combined danger of an antiquated structural design and intensified shaking on soft Bay mud.
Background
The viaduct opened in 1957 through West Oakland, displacing residents and dividing a predominantly Black neighborhood. It predated modern seismic design, stood partly on soft sediment, and had been identified for retrofit. California had strengthened sections after earlier earthquakes, but the full vulnerable structure had not yet been completed.
What happened
At 5:04 p.m., shaking from the Santa Cruz Mountains reached the Bay margins. Soft sediment beneath part of the structure amplified motion. Columns and joints in the older double-deck design could not accommodate the deformation, and the upper deck pancaked onto traffic on the lower roadway.

Aftermath
Neighbors, motorists, firefighters, contractors, and state workers searched unstable wreckage for survivors. The collapse closed a major freight and commuter route and required weeks of rescue, recovery, shoring, and demolition. It accounted for two-thirds of the earthquake's 63 deaths under the official total used here.
Long-term consequences
California accelerated and expanded bridge retrofits and shifted toward deformation-based seismic design. West Oakland residents resisted rebuilding the freeway in the same corridor. Its replacement was routed elsewhere, and Mandela Parkway reconnected the former alignment at street level.
Significance
The failure was not produced by shaking alone. Design age, geology, delayed retrofit, transportation policy, and the historic treatment of West Oakland all shaped who was put at risk and what replaced the structure afterward.
What remains today
Mandela Parkway and its landscaped median follow much of the former viaduct corridor. Cypress Freeway Memorial Park names the victims, while Caltrans and USGS records preserve the engineering and geological evidence used in later safety reforms.
Uncertainty
