The Great Mississippi Flood of 1927

After months of exceptional rain, the lower Mississippi River overwhelmed levees in spring 1927 and flooded about 27,000 square miles. Hundreds died and more than 600,000 people were displaced. The Mounds Landing breach in Mississippi inundated the Delta, while authorities deliberately dynamited a levee below New Orleans, sacrificing rural St. Bernard and Plaquemines communities in an attempt to protect the city.

Background

Federal policy relied heavily on confining the Mississippi between higher levees, despite evidence that constriction could increase flood stages and that tributaries, spillways, and wetlands mattered. Persistent rain saturated the basin from late 1926. Delta agriculture depended on Black sharecroppers living on low ground under coercive labor and credit systems.

What happened

Successive tributary floods moved downstream as levees failed at scores of locations. On 21 April, a massive crevasse opened at Mounds Landing, releasing water across Washington County. Six days later, officials exploded the Caernarvon levee after promising compensation to affected residents, even though other breaches may already have reduced danger to New Orleans.

Aftermath

Refugees crowded levee camps where food, movement, and evacuation were often controlled along racial lines. Black laborers were compelled to reinforce levees and were prevented from leaving because planters feared losing their workforce. Red Cross relief and Commerce Secretary Herbert Hoover's national publicity elevated Hoover while abuses generated Black political disillusionment.

Long-term consequences

The Flood Control Act of 1928 committed the federal government to a system combining levees with floodways, spillways, channel work, and tributary management. The flood accelerated Black migration from the Delta and weakened Republican loyalty among some voters. Its engineering legacy still shapes lower-river risk, habitat, and decisions about which places are protected.

Significance

The flood was both hydrologic and political. Water followed terrain, while suffering followed race, land ownership, labor power, and official decisions about whose property could be sacrificed. Modern flood control grew directly from those unequal consequences.

What remains today

The Mississippi River and Tributaries project, floodways, levees, markers at crevasse sites, oral histories, blues songs, camp records, and aerial photographs preserve the event. Altered channels and agricultural fields make the historic water footprint difficult to see without maps.

Uncertainty

Death estimates range from roughly 250 to more than 500 because rural and Black deaths were poorly recorded. Flooded acreage and displaced population vary by boundary and date. Historians debate how much the Caernarvon demolition protected New Orleans, but its downstream damage is not disputed.
