Hurricane Sandy in New York

On 29 October 2012, Sandy drove a record storm tide into New York Harbor, flooding coastal neighborhoods and critical infrastructure. Subway tunnels, road tubes, hospitals, electrical equipment, and thousands of homes were inundated; fire destroyed more than 100 houses in Breezy Point. Forty-four New York City residents died, and prolonged outages and displacement exposed unequal coastal vulnerability.

Background

New York's shoreline held dense housing, public developments, hospitals, subway entrances, utilities, and postindustrial fill, often behind no surge barrier. Officials had modeled hurricane flooding and improved plans after Irene, but moving medically fragile residents and protecting below-grade systems required long lead time. Climate-driven sea-level rise had already raised the baseline for surge.

What happened

Sandy grew into an exceptionally large cyclone and turned west toward New Jersey while merging with a midlatitude system. Its winds pushed Atlantic water into the narrowing New York Bight during high tide. The Battery measured a 14.06-foot water level. Waves and surge crossed Staten Island, the Rockaways, lower Manhattan, Coney Island, and other low areas.

Aftermath

Con Edison preemptively shut some networks, but an East River substation exploded and lower Manhattan went dark. NYU Langone evacuated patients down stairs after backup systems failed, and Bellevue followed. Transit remained closed for days, gasoline became scarce, and mold and cold threatened homes. Community groups delivered food and medicine where formal logistics were slow.

Long-term consequences

New York elevated or floodproofed subway vents, electrical equipment, hospitals, public housing systems, and wastewater assets; rebuilt boardwalks and revised coastal zoning. Federal buyouts converted some Staten Island blocks to open space, while many other neighborhoods rebuilt in place. Resilience planning and proposed harbor barriers generated continued debate over cost, ecology, equity, and residual risk.

Significance

Sandy made clear that modern cities depend on vulnerable below-grade and waterfront systems. Restoring downtown power or subway service does not equal household recovery when renters, public-housing residents, older adults, undocumented people, and small businesses face different resources and delays.

What remains today

High-water marks, rebuilt boardwalks, buyout landscapes, elevated homes, flood barriers, memorials, damaged artifacts, utility upgrades, inundation maps, oral histories, and surviving gaps in coastal blocks record the storm. Later sunny-day flooding makes the changed baseline visible.

Uncertainty

Sandy became post-tropical shortly before New Jersey landfall, but that classification did not reduce its surge; 'Superstorm' is descriptive rather than a formal category.
